本剧松散改编自美国记者Jake Adelstein记录了东京警视厅辖区内各事件第一手资料的同名纪实文学。故事发生在90年代末，Jake Adelstein每天都会进入东京霓虹灯下的阴暗世界，在那里，一切都并非表面呈现的样子。而东京扫黑组的警探Hiroto Katagiri，对于Jake来说有着父亲榜样般的地位，他帮助Jake在警察和有组织犯罪世界之间那条纤细且往往不稳定的界线上前进。
